tf-import-block-gen — generate Terraform import blocks from a plan and a live inventory

Turns a terraform plan into ready-to-paste import blocks: finds every resource the plan wants to create that already exists in the cloud, matches it to a real id from an inventory file, and emits Terraform 1.5 import blocks, so adopting existing infrastructure stops being a hand-typed terraform import loop.
